Once your app has been offered for free, the app can't be changed to paid. If you want to charge for the app, you need to create a new app with a new package name and set a price
如果第一次上架选择免费，后续无法改成付费下载

同一个包，换个包名，应该可以上架。把旧的下架，图标文案都还是原封不动
